GENERAL SUMMARY

The Upward Bound Director reports to the Vice President of Student Services and is responsible for overseeing the programmatic, operational, and financial components of the Upward Bound Program which serves low-income, first-generation students to meet their pre-collegiate needs.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

1.      Responsible for overseeing the programmatic, operational and financial components of the Upward Bound Program.

2.      Formulation and execution of fiscal policies, and the development and implementation of procedural improvements.

3.      Oversee coordination of the program’s annual operational and capital expenditure budget ensuring appropriate utilization of the project funds and fiscal accountability in accordance with grant requirements.

4.      Develop effective models of innovative educational, social and cultural activities, programs and services which embrace the broad ethnic and cultural diversity of the program participants; analyzes results of programs and services to ensure that established objectives are accomplished.

5.      Consults with college administrators, staff, professional colleagues, students, parents, and community representatives on the development and evaluation of goals, programs and services of the Program.

6.      Responsible for screening and selecting qualified personnel for the various program activities.

7.      Exercise direct supervision over a management staff of three (3) and indirectly supervise part-time instructors, tutors, and/or student employees.

8.      Ensure that project activities are consistent with the overall education vision , goals and mission of PCC and the Upward Bound grant

9.      Attend meetings as required by the grant as well as other meetings required by the supervisor.

10.  Coordinate the written publication(s) for the program ensuring accuracy of the information and timely distribution.

11.  Direct the planning, interviewing, evaluating, selection and progression of participants for the Program including the assessment of participants’ needs and the design of individualized plans to address their needs

12.  Oversee and participate the delivery of nonacademic skill development to program participants.

13.  Establishes policies and procedures to provide for adequate staff development and capable management of the program; recommends changes as required by the development and growth of the program.

14.  Establishes and maintains an effective system of communications with participants, staff, other college departments and agencies, and the community at large; articulates the broad purpose and needs of the College Center to the campus community, and serves as the liaison and spokesperson for the Upward Bound Program in its relationship with the campus, the College and the community.

15.  Prepare and submit reports to the Department of Education incompliance with grant requirements and guidelines

16.  Oversee and monitor the documentation of counseling and activity sessions in project database and in individual participant portfolios

17.  Perform other duties as assigned.

 

OUALIFlCATIONS

1.         Masters in Counseling, Education or Student Personnel

2.         Knowledge of TRIO programs and federal educational programs for the disadvantaged.

3.         At least three years experience in program directions including the supervision of professional staff members.

4.         Three years of working with disadvantaged, culturally and racially diverse population

5.         Ability to accurately manage budgets, forecast needs, allocating sufficient dollars to budget categories and monitor expenditures.

6.         Knowledge of federal and state regulations and requirements regarding administration of grants and sponsored programs.

7.         Demonstrate good interpersonal communication skills

8.         Possess strong supervisory skills and knowledge of leadership and management techniques.

9.         Ability to analyze problems and resolve conflicts.

10.     Ability to relate to staff and administration of PCC, community and agency personnel, public- school officials, parents and students.

11.     Ability to motivate, direct, inspire, reward employees in order to maintain morale and program productivity.

 

NECESSARY SPECIAL REQUIREMENT

Must successfully pass a pre-employment drug screening and background check as a condition of hire.

Starting Salary Range:   $41,000-48,500 dependent upon position, experience, education & funding
